I want to buy a road bike. Light. Not fixed gear. Fast. $800 or less.
Any suggestions? Any must haves?
Purpose bike to work. Any suggests on how to carry my stuff to work? I usually have some books, some work out clothes, a pair of shoes, and food. It rains and snows where I leave. Sometimes, there are even hurricanes although I probably won't go to work on those days.

I just bought a Redline R740, which meets your specifications exactly. It was $700. I've been very happy with it.
As for transporting stuff, I have a pannier that doubles as a messenger bag (so you clip it onto a bike rack, or you can cover up the hooks and throw it over your shoulder). It works pretty well, although if you have a lot of stuff, you'll probably need two panniers.
Don't know what to suggest for rain and snow. Fenders and rain gear are the obvious answers, but I don't know about anything better than that.
Other necessities are, of course, good lights, and you want to carry a small pump and patch kit with you at all times (I have an under-seat bag for the patch kit/tire-irons). Also, a good lock.
